MOSCOW - Moscow police arrested a man believed responsible for striking a power box on the 1400 block of East Fifth and Cleveland streets in a stolen car and knocking out power to 110 homes Thursday night before fleeing on foot.
Police also believe the same man is responsible for committing several vehicle and home burglaries across the city.
Police Chief David Duke said 29-year-old Charles Walters of Lewiston was arrested around 7:30 a.m. Friday when an off-duty police officer observed a unique set of footprints on Northwood Drive related to her earlier investigation of several vehicle prowls on Kenneth Street. The officer followed them to an apartment complex where Walters was found outside.
Walters has been booked into the Latah County Jail on two counts each of burglary and possession of stolen property.
