Son arrested after 81-year-old mother found in filth with broken hip, bound legs
EVERETT, Wash. - A Washington man is under investigation for elder abuse after his mother was found lying in filth with a broken hip and bound legs.
The Everett Herald reported Kenneth Strandt was arrested after authorities said his 81-year-old mother was found with bed sores and in clothing that was soiled with feces and urine.
A police report said Strandt's mother had numerous health problems, including skin ulcers and circulatory issues.
Strandt told detectives he works three fast food jobs, is tired all the time and struggles to provide care for his mother.
A judge Monday found probable cause to jail Strandt for investigation of unlawful imprisonment and criminal mistreatment of a dependent. Bail was set at $150,000.
Public defender Pooja Vaddadi said that's excessive given Strandt has no serious criminal history.
Idaho officials delay possible increase in grazing fees on state lands
BOISE - The state's top elected officials have put off a possible increase in grazing fees on state lands because of potential litigation.
The Idaho Land Board on Tuesday voted 5-0 to delay a decision about grazing fees but didn't set a timeline.
Secretary of State Lawerence Denney said after the meeting the board likely won't take up grazing fees again until spring.
In public comments, ranchers mostly were against raising the rates.
Western Watersheds Project, an environmental group, said the rates are too low, but it hadn't contacted the state about a lawsuit.
The Idaho Department of Lands lists 1.8 million acres of the state's 2.4 million acres of endowment lands as being leased for grazing.
The agency said that in 2017 rangeland generated about $1 million.

Police: After 19 years on the run, Idaho woman captured in South Dakota
BOISE - A woman police say escaped from a Boise work center 19 years ago has been captured in South Dakota.
The Idaho Department of Correction in a statement Tuesday said Pennington County sheriff's deputies arrested 57-year-old Rhonda L. Blake Nov. 27 in Rapid City, S.D.
Authorities said Blake on Dec. 24, 1998, walked away from the work center while serving 180 days for violating probation on a drug charge and was living in South Dakota under an assumed name.
Idaho officials said she will be extradited to Idaho after a 2009 DUI arrest in South Dakota is resolved.
Blake on Tuesday was being held in the Pennington County Jail with no bond as a fugitive from another state.
Pennington County officials couldn't confirm if she had an attorney.
Idaho tribal flags could be displayed inside the Statehouse at Idaho Capitol
BOISE - Tribal leaders in Idaho say they want tribal flags to be displayed inside the Statehouse as a reminder that five sovereign nations reside in the Gem State.
The Idaho Council on Indian Affairs met Tuesday to discuss the logistics of hanging the flags at the Capitol. Legislative staffers said Gov. C.L. "Butch" Otter and legislative leaders are supportive of the move.
Ted Howard, chairman of the Shoshone-Paiute Tribes, said displaying the flags will help educate the public on the unique standing the tribes have with the United States, as well as serve as a reminder that all of Idaho used to be the tribe's homeland.
The council hopes to have the flags up and ready before the end of the 2018 legislative session, which begins in January.
