Carter allegedly failed to yield the right of way while turning left at North Farm Road and West Pullman Highway in Moscow, colliding with Miller, according to court documents. Court documents alleged Carter's vehicle to be "a significant cause" in Miller's death.

Court documents allege Carter was driving inattentively, carelessly or imprudently at the time of the crash.

Carter is being represented by Moscow attorney James Siebe. The case is being prosecuted by Moscow Prosecuting Attorney Erin E. Tomlin.
